Quality Assurance Program:

This Quality Assurance Plan (QAP) identifies VOL's proven approach designed to provide our clients with outstanding technical and programmatic support services while maximizing innovation, capitalizing on efficiencies, and minimizing costs. Our plan defines and describes the VOL's effective team approach to managing the work and level of effort (LOE) identified in the SeaPort-e contract Statement of Work (SOW) and subsequent task orders. Identifying the administrative, financial and operational aspects of the SeaPort-e contract, we will ensure performance under the contract exceeds SeaPort-e requirements and Navy expectations. To more effectively support the Navy's conversion to performance-based contracting and promote continuous improvement of every task and activity, VOL’s Project Manager (PM), PM Team has designed and prepared this approach to ensure technical and operational stability, to provide innovative approaches, and to reduce costs throughout the life of this contract. This plan defines how the multiple award contract and individual task order operations and performance will be monitored, scheduled, controlled, managed, supported, and communicated through proven Configuration and Change Management processes.

The executive level of leadership at VOL is committed to maintaining support systems and professional support services that promote successful strategy execution of the SeaPort-e contract and resultant task orders. VOL’s Executive Leadership has the highest level of responsibility and oversight of this contract and resultant task orders. The Program Management Office (PMO) will provide contract administration, fiscal management and reporting, and SeaPort-e contract quality control.

Established program metrics and frequent performance reviews conducted in accordance with task order-specific Quality Control Plans will help to identify and implement process improvements, ensure all contract requirements are met, and assure peak performance. During implementation and ongoing operations, the PM will ensure all team members and project staff understand their roles, responsibilities and tasks associated with performing work of a task order. staff who meet and/or exceed the qualifications identified in the task orders will be recruited and hired by VOL to perform the contract work.

VOL seeks and employs best practices to ensure effective project implementation and promote continuous improvement of every task and activity. Through the use of benchmarking VOL ensures superior program quality, superior customer service and total customer satisfaction.
