Identify a statement of work and earmark funds. Select the VisionOnline team to perform the work. Obtain authorization to negotiate from the SBA, usually by telephone. Prepare a Request For Proposal or Quote, which must include a statement to the effect "Request procurement be made pursuant to Section 8(a) of the Small Business Act 15 U.S.C. 637(a) and in accordance with FAR 19.8" Evaluate the proposal or oral presentation. Award the contract.
